TUNESIA and the refugee problem in Europe

EUROPEAN LETTERS of the European Society Coudenhove-Kalergi, article author Heinz Wimpissinger As the only and triggering country of the Arab Spring, Tunisia was able to deal politically with the turmoil of political upheaval. Nevertheless, the dangers of Islamic extremism are also omnipresent in Tunisia, and have been shown to be destructive mainly by the terrible terrorist attacks on tourists. The award of the Nobel Prize for Peace to social and civil society persons and organistions 2016 have meritoriously redirected attention to Tunisia in a positive way. Unfortunatelly the country is not doing well economically. Unemployment is devastating and the economy receives little impetus. The formerly flourishing tourism is on the ground. The large tourist centers in the country, which have grown over the last decades, are badly utilized. Numerous hotel facilities are closed. My suggestion would be to make the unused hotel capacities at least partly and in limited time available to Arab and African refugees. The proposal is aimed at refugees who are already on EU territory, possibly also those who are already waiting for a trip to Europe in the Mediterranean. This would also correspond to the often required form of asylum on time. The EU funding in this economical section would also be far below the level of refugee costs in the EU and for the individual EU countries. Many practical problems, for example from a cultural and security point of view, could be avoided. Furthermore, it would be a partial contribution to the dispute between the quotas of refugees in the different EU countries. An important argument for such a solution would be the benefits for all parties involved. The refugees could remain safe in their own cultural area. For Tunisia it would be a development aid contribution to the difficult economic situation. Of course, the EU financial offer to the Tunisian hotel owners should be so attractive that the benefits would be evident not only for the Tunisian economy but also for the individual hotels. The EU would have made a meaningful commitment in its own interest, following the agreements with Turkey, on the southern EU external flank against Africa for the refugees who are pushing for Europe.
