Ein generelles Ziel europäischer Politik sollte sein, in praktischen Bereichen grenzüberschreitend zu vereinheitlichen, wo es keine wichtigen regionalen oder kulturelle Besonderheiten tangiert.
So existieren innerhalb der Europäischen Union drei Zeitzonen, die im modernen Lebensrhythmus, in der wirtschaftlichen Zusammenarbeit und insbesondere in der Verkehrs- und Kommunikationswirtschaft oftmals Probleme, in jedem Fall aber weitgehend unnötige Kostenverursachungen abgeben. Gerade in dieser schwierigen Konjunkturphase soll für unseren europäischen Kulturraum die Forderung erhoben werden, das Gemeinsame zu betonen und effizient zu organisieren. Gleichzeitig wird auf eine Möglichkeit hingewiesen zu sparen und einander näher zu rücken, ohne dass irgendjemand einen nennenswerten Nachteil erfahren müsste.
Ohne Zweifel gibt es Begründungen zugunsten der Zeitunterschiede, die mit dem Sonnensystem und den davon abzuleitenden Licht- und Wärmebedingungen zusammenhängen. Es muss allerdings in Frage gestellt werden, ob diese oder sonstige mehr individuelle Faktoren gewichtig genug sind, unsere Zeitunterschiede und Zeitverschiebungen aufrecht zu erhalten und zu rechtfertigen.
Russland hat vor kurzem für das europäische Territorium eine Zeitvereinheitlichung durchgeführt. In ähnlicher Weise wird für die Europäische Union zur Diskussion gestellt, nicht nur die drei Zeitzonen zusammenzulegen, sondern auch die jährliche Umstellung von Sommer- auf Winterzeit bzw. umgekehrt wieder aufzugeben.
Konkret wird vorgeschlagen, die mitteleuropäische Sommerzeit zur EUROPÄISCHEN GANZJAHRESZEIT zu bestimmen.
Wir laden europäische Institutionen, NGOs, Medien und andere Interessierte ein, diesen Vorschlag aufzugreifen und zu diskutieren.

La politique européenne devrait avoir pour but d'unifier et simplifier, au delà des frontières, des matières qui ne touchent pas à des particularités régionales ou culturelles importantes.
Ainsi l'existence de trois fuseaux horaires à l'intérieur de l'Union européenne cause souvent des problèmes dans le rythme de vie moderne, la coopération économique et notamment dans l'économie du trafic et de la communication, et en tout cas elle entraîne des frais largement inutiles. Dans l'actuelle phase difficile de la conjoncture on devrait viser à renforcer tout ce qui nous est commun dans l'espace culturel européen et de l'organiser de manière efficace. Cela permettrait en même temps d'économiser des moyens et de s'approcher sans qu'il y ait des désavantages visibles pour quiconque.
Sans aucun doute les différents fuseaux horaires sont favorisés par le système solaire et les conditions de luminosité et de chaleur. Or il faut poser la question si ces facteurs, ou d'autres facteurs plus individuels, pèsent suffisamment pour maintenir et justifier nos différences et décalages temporels.
La Russie vient de réaliser l'unification de l'heure pour le territoire européen. Pareillement le débat est ouvert pour l'Union européenne de ne pas seulement unifier les trois fuseaux horaires mais aussi d'abandonner le changement entre heure d'hiver et heure d'été.
Nous proposons en concret de déterminer une heure européenne pour toute l'année sur la base de l'heure d'été de l'Europe centrale.
Nous invitons des institutions européennes, des ONG, des médias et tous qui s'y intéressent à aborder cette proposition et à la discuter.
EUROPEAN TIME – UNIFORM TIME FOR EUROPE

Europe should aim to unify all practical elements of daily life, if no important regional or cultural factors are affected.
Within the European Union there are 3 time zones. These different time zones cause problems in the modern pace of life, in economic cooperation, particularly in transport and communications and frequently create unnecessary costs. Especially in today‘s difficult economic environment, the challenge for our European culture is to emphasize the common good and to organize it efficiently. At the same time, I would like to draw more attention to the opportunity we would do have - due to current common mindset - to reduce obstacles and administrative costs resulting from different time zones and to move closer together. Harmonising European time would simplify cross-border operations significantly.
No doubt, there are arguments in favour of time differences. They are related to the solar system and its light and heat conditions. However, are these or more individual factors important enough to justify our time differences and time shifts between summer and winter.
Russia has recently conducted a time standardization on its European territory. Similarly, Europe should look into a unification not only in relation to the 3 time zones, but also regarding the annual transition from summer to winter time.
Specifically, I would like to propose to determine the Central European summer time to become the European all year time.
European institutions, NGO’s, media and other interested parties are invited to endorse and discuss this proposal.
